They tried too hard to upsell. The staff lied about National not letting the car go into Canada, which I verified twice with other offices of National and the central phone number.
On the second floor, no need to queue. Rented twice, and the cars were very new (under 10,000 miles). Prices are reasonable. Note that if you exceed one hour, it seems they charge for a full day. Make sure to allocate enough time when renting.
The rental process was quick, but the staff's professionalism is questionable. They didn't provide me with a contract, and when I asked, they said it wasn't necessary. In previous rentals with AVIS, I always received a contract. I rented a mid-sized SUV and received a Nissan ROGUE with nearly 20,000 miles on it, which didn't feel good. It indeed broke down five days later on the highway. The most unsatisfactory part was NATIONAL's slow road assistance response. I called them at 10 AM when the car broke down, and it wasn't resolved until after 2 PM. There seemed to be communication issues between NATIONAL and AAA, the roadside assistance company. Fortunately, a highway patrol officer helped call AAA who then towed the car back to Las Vegas airport. The tow truck driver communicated with NATIONAL staff as required by the officer. At LAS, the staff couldn't understand why I didn't receive a contract at LAX and printed a new one for me. The LAS staff seemed more professional than the LAX staff.
