It's just on the first floor of the airport. Although it was my first time at Osaka Kansai Airport and I don't speak Japanese well with limited English, it was easy to find by following the signs. The female receptionist was very patient, and there was basically no communication barrier.
There is strong smoke smelling in the car when we just get the car. We are not smoker but understanding smoking in cars is very common in Japan
